Drake Kuro is a Euthoran human dracoimperist, and the main antagonist of Cult of Ustream canon's Prologue.
It was originally thought that Kuro was simply trying to conquer the region of Ustream and its surrounding areas with the help of his dragons. However, it was later learned by the Cult that Kuro had knowledge of Ustream's seals, and was attempting to brute force his way through the True Seal by utilizing the combined power of The Shadow Drakes.
