Kaichrona is a dimension which exists outside of any timeline. Its inhabitants, the Kaichronans, created it after achieving the technology to move between timelines. Kaichrona has a universal influence in the Manaverse due to their ability to intercept prayers and respond to them.

The Kaichronans are ruled over by a council of the best minds in the city. It is here that it is decided how many and which Kaichronans go to eradicate an irregularity. Otherwise, the Kaichronans are mostly self-ruled: due to Kaichronan nature, every citizen is totally loyal to the city and protecting timelines, thus, there is no concern about laws or anything else governmental.

The dimension of Kaichrona was created when the Kaichronans advanced far enough in technology to be able to travel between the Manaverse's timelines. Once they saw the various timelines, they decided to observe and protect them from irregularities. They primarily do this for the knowledge it presents, and thus usually work on lower tier irregularities as compared to the Edge Reapers, who they have formed a pact with. One notable irregularity they acted in was the Algorithm's actions on Daeridune.
